The desert city of Kairouan in northern Tunisia is renowned for its rich cultural heritage and centuries-old monuments. As a UNESCO World Heritage Site and a pilgrimage destination for Muslims, the city holds significant historical and spiritual value. However, the ancient city now faces modern challenges, including a noticeable waste management problem.
For years, Kairouan and its surrounding areas have struggled with inefficient waste disposal, leading to visible pollution. In 2018, the International Programs Office of the USDA Forest Service connected with the Association for the Protection of Nature and the Environment of Kairouan (APNEK), a local organization deeply committed to the betterment of Kairouan through youth and community engagement.
Since then, the Forest Service has helped APNEK achieve its community vision through small grant funding and training opportunities for staff. One of APNEK’s successes has been forming strong coalitions with local authorities, ensuring that Kairouan’s municipality is an active participant in its waste disposal initiatives. APNEK has provided fundamental safety training and equipment to municipal garbage collectors, a workforce often overlooked despite the health risks they face daily. APNEK has also participated in the launch of a composting pilot program that diverts organic household waste from landfills and transforms it into resources for urban greening and gardening projects.
Engaging youth has been central to the success of these programs. The “APNEK Leaders” program this year mobilized 30 young people to clean up areas around Kairouan and beyond – parks, schools, beaches, and more. These efforts are amplified by robust awareness campaigns that reach the wider community via radio, television, and social media.
The Forest Service and APNEK have recently expanded their collaboration to include urban greening activities. Their efforts will transform barren plots of land around Kairouan into small parks and green spaces for Kairouan’s residents to enjoy.
The partnership between the Forest Service and APNEK is a strong example of how small, deliberate grants and training can empower community-driven organizations to tackle complex local challenges. The U.S. Forest Service looks forward to continuing its partnership with APNEK in the coming year and seeing the continued positive impact in Kairouan.
